Finland’s largest shared work environment for government agencies in Pasila

In the current plan, the shared work environment at the government agency centre in Pasila will be home to the Finnish Tax Administration, Statistics Finland, the Social Security Appeals Board (SAMU), National Land Survey of Finland (NLS), Digital and Population Data Services Agency, the Centre for Economic Development, Transport and the Environment (ELY Centre), Regional State Administrative Agency (AVI), the Finnish Transport and Communications Agency (Traficom), Metsähallitus, the Finnish Transport Infrastructure Agency, the Energy Authority and the Finnish Safety and Chemicals Agency (Tukes).
The Finnish Tax Administration, Social Security Appeals Board, National Land Survey of Finland, Digital and Population Data Services Agency, Regional State Administrative Agency and actors at International House Helsinki will sign up for the joint service point.
The first demolition work in Pasila started in the summer of 2024 and actual construction work is scheduled to start in early 2025. The first moves are planned to take place after the summer of 2025. The shared work environment in Pasila will employ around 5,050 people by the end of 2026.
The contracts for the project have largely been signed and discussions in the Finance Committee are expected to complete before the end of the year.
Senate Properties is implementing the shared work environment in Pasila in close cooperation with the agencies and a steering group of customer representatives has been set up to steer the project. Several other working groups have also been set up, including a project group, a customer service group and a security group.
Shared work environments are a response to the changed needs of working life, reduce emissions and deliver savings
The central government’s premises strategy aims to have a quarter of government staff working in shared working environments by 2030. When several agencies share the same premises, it saves unnecessary square footage and in turn not only premises costs, but also building maintenance costs.
The Pasila government agency centre project also pays close attention to environmental issues. Of the more than 38,000 m2 in the project, as much as possible of the existing multi-activity environment will be used, and only 14,000 m2 will be subject to major modifications. In addition, the work environment will be furnished mainly with recycled furniture.
Shared facilities can also improve collaboration and interaction between different agencies. When employees encounter each other in the same facilities, they create more opportunities for networking and information sharing.
Preparations for the sale of underused and vacant properties, and the exploration of a timetable, have been launched in parallel with shared work environment projects. Central government will dispose of vacant office buildings in line with central government’s real estate strategy to release capital for other uses.
